Newcastle Area: It was reported that drizzle and light rain began to fall in the afternoon of February 15, and heavy rains began at about 6 p.m. as a thunderstorm passed through the area. Temperatures rose from near freezing to a maximum of 13 degrees Celsius (55 degrees Fahrenheit) during the night. Streets were flooded as a result of the rain and snowmelt. Later, temperatures dropped and streets became rough for travel "as the slush and ruts froze solid".
