Upper Saint John River Basin: A heavy rainfall caused flooding and washouts in the northern portion of Madawaska County. Basements were reported to have flooded as a result of sewer backup. The Village of Saint Jacques was particularly affected. On the night of August 4, the community of Lac Etchemin, Québec, located about 60 kilometres south of Quebec City, also sustained serious damage from flooding due to an intense rainstorm.
The New Brunswick Department of Transportation estimated the August 4 flood resulted in $160 000 damage to the highways in northern Madawaska County. In Madawaska County, the total damage resulting from the floods of July 27 and August 4, 1992, was estimated to be over $2 500 000 [including road damage]. In Saint Jacques, the total damage resulting from the floods of July 27 and August 4, 1992, was estimated to be over $900 000. The average damage to the 100 homes affected was approximately $10 000. However, for many homes the damage exceeded $25 000, and one house was damaged in excess of $40 000. Damage claims were submitted to the New Brunswick Emergency Measures Organization.
